Bill England is a Vocational Evaluator working in the Private Sector as an Expert Witness in matters that require Vocational Evaluation of Employability and Earning Capacity. These Evaluations often occur as the result of a Work Injury, Personal Injury, Malpractice, or matters where the individual’s earning capacity has become a legal issue. Family Law, Wrongful Discharge and Employment Discrimination Civil Court Cases often require a professional Evaluation of Earning Capacity or Loss of Earning Capacity. Mr. England has been qualified as an Expert Vocational Witness U.S. District Courts and multiple Civil Court Judicial Districts in California and Florida.
Mr. England’s Presentations and Guest Lecturer Engagements have included the Florida Bar Workers' Compensation Forum, Florida Independent Colleges and Universities Risk Management Association (FICURMA); Sarasota Bradenton Claims Association (SBCA), University of South Florida (USF) - Graduate Program, Rehabilitation & Mental Health Counseling (RMHC), SW District of the Florida Chapter of the International Association of Rehabilitation Professionals (IARP), IARP National Conference, Florida State University (FSU), Central Florida District of the Florida Chapter of IARP, Gulf Beaches Rotary Club, Florida Division of Vocational Rehabilitation (DVR) Offices in SW and Central Florida; Department of Administrative Hearings (DOAH), Judges of Compensation Claims; St. Petersburg Bar, Workers Compensation and Family Law Sections.
Professional Education includes a Bachelor of Arts (BA) in Psychology in 1975 and a Master of Science in Business Administration (MSBA) in 1978 from the University of California, Irvine. Professional Credentials include: Certified Rehabilitation Counselor (CRC), Certified Case Manager (CCM), and Certified Disability Management Specialist (CDMS). Continuing Post Graduate Education includes over 600 hours in CEUs.
Mr. England was Certified by the US Department of Labor, Office of Workers Compensation Programs (OWCP) in 1987 as a Rehabilitation Counselor Certified (RCC) within the Federal Employees Compensation Act (FECA), Longshore & Harbor Workers Act, Jones Act and Department of Defense (DOD) Act.
England & Associates was founded in 1982 with one office in Huntington Beach, California. Mr. England moved to Florida in 1988. He now manages three (3) Offices in Tampa Bay with five (5) Vocational Evaluators providing Vocational Evaluation Services to the Florida Division of Vocational Rehabilitation (DVR), Florida Division of Risk Management, Claimant Attorneys, Plaintiff Attorneys, Defense Attorneys, Family Law Attorneys, and Insurance Carriers in the private sector for litigated disability and civil case work.
Mr. England is an active member of the Florida Chapter of the International Association of Rehabilitation Professionals (IARP). He is a Past-President of the Florida Chapter of IARP. He provided Expert Testimony for the Florida Legislature in 2011 that was instrumental in deregulating Private Sector Rehabilitation Services. Legislative changes to the Florida Statute 440.491 now require that Rehabilitation Providers have one or more of the national credentials: CRC, CCM, CDMS, CVE, CRRN or COHN. He is currently the Legislative Chair for the Florida Chapter of IARP, 2021- 2022, and Chair of the John Orphanidys Scholarship Committee.
